Minutes from the Oak Terrace Improvement Association Board Meeting-May 1, 2017

Board members present: Dan Griffin, Alfonso Contreras, Jim Loring, Colleen Hodges, William Yarbrough, Kevin Shifley, Ken Hohs, Greg Denny, and Ramona Triebold.

The meeting was called to order by President Greg Denny at 7:01pm.

Minutes of the last meeting were distributed to members and William Yarbrough made a motion to dispense with the reading of the minutes.  Jim Loring seconded and the motion carried.

Treasurer’s Report-William reported a total of $39,667.82 in all accounts with a total of $31,405.49 outstanding in dues and fees from delinquent members.  A letter was written by President Denny and sent by William to 11 owners who were over $500 in arrears.  He has received 5 offers from these members to make payment arrangements.  William will contact our attorney and move forward collection proceedings on the remaining properties.  Properties in arrears that have changed ownership will also need to be discussed with our attorney.  Six properties did not pay the legal assessments and fees due to the title company’s error.  We will proceed with legal counsel.  William will begin emailing monthly bank statements to the Board to keep everyone informed of our financial status.

Ken Hohs made a motion to accept the treasurer’s report, Kevin Shifley seconded and the motion passed.

Lake Issues- Greg reported that the WMB Grant received for the continued work to improve and maintain the health of Diamond Lake will, in part, go to creating a manual for lake use, care, and maintenance.

Greg reported about some information gathered about the overpass planned for Route 60/83.  Tori Trauscht, Jim Snyder, and Greg Denny attended the meeting.  Several issues were discussed including the possibility of routing water drainage through the wetlands in the slough to filter water before it enters Diamond Lake.  They will investigate the possibility.  They also discussed making it a four lane road with no overpass.  Currently, there is no funding for this project.

Restoration Areas- ILM treated all three areas and they are looking good.  Lots of invasive species, including buckthorn, were found in the wetlands at Hansen Park.  There are trees down at Hansen and Lakeview Parks that need removal.  Greg is waiting for an estimate on the cost of this project.  The cost of the ILM treatment for all three areas is $2,555, including the north end of Hansen Park.  If we choose not to treat that area the cost will be $2,000.  ILM also reported that the areas need a controlled in the near future.

As reported previously, as home bordering Lakeview Park has encroached on the park property with a deck structure.  The home is currently uninhabited and possibly heading for foreclosure.  We will move forward to ensure the deck is removed from subdivision property and will look into the cost of having a split rail fence installed delineating the property line between Lakeview Park and the residences on Oak Shores.

The swim raft that was previously reported missing has been returned and will need to be installed.

There has been an issue with properties flooding on Walnut Street after heavy rains.  The county and township have been notified and are checking out the possibility of installing a drain pipe to relieve the flooding if there is an easement available for the installation.

Kevin reported his progress in procuring block captains for dissemination of information.  He is till in need of a volunteer for Willow.

Kevin also brought up the need for a community sign with information about events in the subdivision.  The triangle of property located at Elmwood, Lakeview, and Hickory would be a possible spot for a sign.  Bill Grinnell will be contacted as to the possibility of using this land for this purpose as it is the property of Fremont Township.  Kevin will investigate different sign options and present his findings.

We are in need of an editor for the Acorn newsletter/digital newsletter.

Summerfest- We will be hosting a pig roast for Summerfest this year.  Colleen Hodges will make the necessary arrangements for the event and will need day of event help.  We will include the fishing derby and cardboard boat regatta.  Kevin will create a flier that block captains can distribute to our residents.  We will be planning for 80 attendees.

There being no further business before the Board, William made a motion to adjourn and Dan Griffin seconded.  The motion passed and the meeting adjourned at 8:19pm.
