Minutes for the Oak Terrace Improvement Association Board Meeting-July 1, 2015 The meeting was called to order by President Greg Denny at 7:03pm.

Board members present-William Yarbrough, Greg Denny, Jim Loring, Jeff Keske, Kevin Shifley, Krissy Snyder, Dan Griffin, Ramona Triebold, and Colleen Hodges.

Members at large present-Donald Ferris and Gloria Gonzales.

Krissy made a motion to dispense with the reading of the minutes. William seconded and the motion passed.

Dan reported a total of $39,383.52 in all accounts at this time.

Legal Issues- Dan reported that our retainer fee for our attorneys, Kovitz, Shifrin, and Nesbit, has been lowered to $150 per month.

Lake Issues- Greg reported that the lake had been treated by ILM.  The cost breakdown will be about $2,000 for OTIA and $7,000 for MPRD. There was a delay in spraying due to some weather issues and the fact that the area that needed to be treated was larger than originally mapped. Greg asked that the boat launch be targeted specifically to control growth in that area. It was reported that the milfoil bloom is down, but the coontail and algae bloom is high. The algae bloom is due to the high level of nutrients, specifically phosphorus, in the water caused by runoff from fertilizer. Greg reported that the Village of Mundelein has banned the application of fertilizers with phosphorus, but it is still legal to sell these fertilizers in Mundelein.

Parks- Weed collection bins are here and will be placed at the two lakefront parks. They will be emptied by our landscape company as needed. The bins will be secured with anchors. We have had some incidence of vandalism and public drunkenness at the beach. We discussed different options for making that area more secure. Several ideas were raised including surveillance, fence extensions, and planting bushes near points of entry other than the gates. Colleen will order signs that will be posted stating that it is a private beach. Other options will be discussed at a later date.

Speed Humps- Gloria asked that the humps be more visibly marked as she has missed them several times and caused damage to her car. Greg will contact Bill Grinnell and Diana O’Kelly to see what we can do to resolve this situation.

Summerfest- Kevin reported that he, Krissy, and Dina were making arrangements for the day.  We will have a dunk tank, snowcone machine, tug o’ war contest, cardboard boat regatta, DJ, fishing derby, and food including hot dogs, hamburgers, chicken sandwiches, salads, and corn on the cob.  Arrangements have been made for rental of tables, chairs, and restrooms.

Website- Krissy reported that the site is a work in progress, but it is coming around. She and Julie Dickey met and they will work on the site again.

Newsletter- A request for email addresses will go out with the Summerfest information.

Pier Policy- The Pier Policy Committee, Jeff, Krissy, and William, met and went over the standing rules. Their recommendation was that some revisions are needed. We need to ask renters for a copy of their registration and proof of insurance. They will create a form to be used by renters that will include this information. Pier renters must be residents or property renters who must produce a lease with their name on it. The OTIA member will be responsible for the behavior of their renters.

According to the present pier policy, the committee must be made up of 2 slip renters and 1 member who does not rent at the pier. There is also a rule that fishing is not allowed on the pier. These are areas we may need to revisit in the future.

There being no further business before the board, a motion was made by Kevin Shifley to adjourn. It was seconded by Jim Loring and the meeting adjourned at 8:33pm
