Minutes from the Oak Terrace Improvement Association Meeting-July 3, 2013

Meeting called to order by President Greg Denny at 7:09pm.  Board members present: William Yarbrough, Jim Loring, Dina Lepzynski, Frank Cirrincione, Radu Roman, Colleen Hodges, and Greg Denny.   Jody Matza was the only member at large present.

Dina Lypzynski made a motion to dispense with the reading of the minutes of the June meeting.  Frank Cirrincione seconded the motion.  The motion passed.

Radu Roman made a motion to accept the minutes.  The motion was seconded by Jim Loring.  The motion passed.

In the absence of Dan Griffin, Greg Denny delivered the treasurer’s report.  Greg reported that we had three boat slips rented at present, with a pledge for three more.  The question of whose boat lift was still in a slip from last year was raised.  It is believed to belong to Emanuel Flores and he will be contacted to either remove it or pay the rental fee for the slip.  The open slips rent for $33 per week.  The Snyders still owe $100 for last year’s rental.  A payment of $1,100 was made to Mailbox and Flag Company for the installation of the road signs.  More gravel was added to Sunset Park by the seawall at the cost of $225.  Boat key sales totaled $725 with 29 keys given out. These payments left us with a total of $29,616.89 in all accounts.  A motion was made by Radu Roman to accept the treasurer’s report.  Jim Loring seconded the motion and it passed.

Greg Denny reported on the status of the CICA.  No new actions have been taken since last reporting.  Greg will be dropping off the information for the next twelve owners in arrears so that thirty day notices may be sent to them.

Dina reported on the 67th Annual Summer Fest preparations (August 3, 2013).  Rentals are reserved including tables, chairs, dunk tank, snow cone machine, grill, and portable toilets. She will add a sound system to the reserved rentals.  Dina has offered the use of her canopy for the event if needed.  Bill Grinnell with be contacted to close Lakeview at the bridge for the fest.  Dina will also contact Groot for a special garbage pick-up after the event.   The day will kick off with a fishing derby open to all Oak Terrace residents beginning at Beach Park at 7:00am.  Several prizes including a fishing rod and reel have been donated for this event.  Dina has contacted a bbq catering company that she has used on several occasions.  They offer manpower to handle the grilling, which will alleviate the difficulty of finding volunteers to man the grill for the day.  The menu choices are varied and we will leave the final decision to Dina.  Food will be served beginning at noon.  Set up for the event will begin at 9am; anyone wanting to volunteer is welcome.  The raffle and water balloons will be handled by Colleen Hodges.  Dina is working on getting a man who does animal balloons and someone to do face painting. More exact information with times for events will be distributed with the raffle tickets.  It was suggested that we consider starting a program that would charge an extra amount on dues for those who choose not to volunteer in the subdivision during the year.  More discussion is needed. 

Radu Roman reported on the street sign installation.  He delivered the signs to the company doing the work and he repaired the broken signs.  The company has agreed to the deeper post holes requested, and they should be installed by the end of July.

Radu Roman brought up the item from the June meeting requesting that we hire a company to do the clean-up of the waters and beach areas in the parks of the OTIA.  He stated that he and Dave Gnadt had cleaned up the beach area of the dead plant material and other debris.  More investigation into the possibility of hiring someone for this job will be needed.  We will send a reminder to our landscaper, Dave Garcia, to rototill the sand on the beach before the Summer Fest.

It was mentioned that some of the boards on the community pier may need to be replaced and one boat needs to be tied correctly to relieve the scraping of the pier.  That owner will be contacted to make the correction.

Diamond Lake issues were discussed.  At least three treatments were done to the lake for the invasive species.  The channel is very bad this year.  It is not believed that the channel was sprayed.  Greg Denny reported that the plant life in the channel will die off when the water heats up.  There was a discussion on the harvesting of the dead weeds in the water.  It can be done by hand, with rakes, and the plant material can be left on shore to dry.  The cutting of milfoil only results in it producing more plant material.  There was no resolution of this problem at this time.

The no wake buoys need to be installed at Lakeview Park.

It was suggested that there needs to be greater cooperation of all the lake property owners.  Greg Denny reported that he has tried several times over the years to do this, and there is not enough interest.

The subdivision is looking for a teenager who needs to do some service time to stencil around the drains on the streets of the subdivision.

Discussion of the possibility of installing riprap along the common property waters in Oak Terrace was tabled until Rich Rieck can be present to report his findings.

Greg Denny brought up the subject of installing community bulletin boards in Oak Terrace.  These boards will be used to disseminate information to the residents about special events, and post beach and park rules.  One board will be installed on the triangle of property located at the intersection of Lakeview, Elmwood, and Hickory.  The other will be installed at Beach Park and will include information for the beach and the boat launch.  Greg will pursue three bids for this project and send the information to all board members for review and voting.

Greg presented a quote from Sawvell Tree Service from 2011 for the tree pruning at Lakeview Park.  This would include the removal of trees hanging over the house adjacent to the park.  The total cost of the pruning will be $1,860.  Sawvell will honor this quote.  Two more quotes will be obtained before we can vote on this project.   Jim Loring made a motion to proceed with the tree pruning with the certified company offering the best bid, not to exceed $1,860.  Dina Lepczynski seconded.   The motion passed.

The subject of the stairs at Lakeview Park was revisited.  Dave Garcia was asked for a price to remove the stairs and debris, even the ground, and reseed the area. His bid was $2,350.  During discussion it was decided that we should get three bids, including one from Garcia, to removed the old ramp structure and create a more stable and permanent way of access to the park for all residents.  We will wait for these bids before making any decision.

Frank Cirrincione made a motion to adjourn the meeting as there was no other business.  Radu Roman seconded and the motion passed.  The meeting was adjourned at 8:51pm.
