Minutes of the Oak Terrace Improvement Association – April 7, 2021

Due to the restrictions of the Pandemic, please note this meeting was held via ZOOM.

Board members present: Ken Hohs, Nancy Krejsa, William Yarbrough, Ramona Triebold, Kevin Shifley, Rich Rieck. and Greg Denny.

Thank you to the following Members at large: Josh Hogan and Lisa Brickert. Amanda Kalanda, Liz Werning, Laura Shifley and Joshua Ravenscraft.

The meeting was called to order at 7:06 p.m. by President, Ken Hohs.

Meeting was then initiated with an introduction of the Board members that were present.

The reading of the February 3, 2021 meeting minutes was waved and a motion to approve the minutes was made by Nancy Krejsa. Kevin Shifley seconded the motion and the motion passed.

William Yarbrough delivered the Treasurer’s report: As of March 31, 2021 OTIA had $31,853.09 of cash in Operating Funds, $25,919.83 of cash in Reserves and $22,816.89 in accounts receivable, leaving us with total assets of $80,589.81.  Updated statements were mailed late March with copies of the new Acorn.  There is optimism that the statements with remind residents to make their assessment payment.

William reported that as a change in our representative had been made at our accountant firm, Cantey, an automatic calculation for Reserves labeled “due from Operation Fund” is now included on the monthly financial reports.  It appears, however, that the automated calculation does not equal a manual calculation that is performed by William.  As this feature cannot be removed from our statements without board approval, William will send out a statement with this calculation and backup for the manual calculation so that it can be reviewed by the board before the next meeting.  At this time the board can discuss to omit this feature on our statements.

There was a brief discussion regarding accounts that previously had judgements attached.  KSN informed the board that all previous judgements are still on hold due to the Pandemic. 

The Board had approved purchasing of new picnic tables; 2 for Beach Park and 1 for Lakeview Park.  Laura Shifley informed the board that the company that she works for, Uline, has 3 new fully assembled picnic tables that they would like to donate.  They are approx. 6 feet in length, made of wood and will fit nicely in our parks.  As the funds that were set aside for the purchase of the picnic tables will now not be spent, it was determined that some of the funds would be used to rent a truck and go pick up the picnic tables at Uline’s Pleasant Prairie, Wisconsin location.  Louis Triebold of Lakeview Ave will coordinate with Laura Shifley to rent a truck, pick them up at the facility and put this in the respective parks.

Summerfest 2021:  The Board decided to be optimistic and tentatively schedule OTIA Summerfest 2021 for Saturday, July 31st.  This is an outdoor event so hoping it can still take place.  There were also suggestions of scheduling the activities for later in the day to include possibly live music or a movie in the evening.  More details and requests for volunteers to follow. 

Beach Park garbage can: It has been observed that the garbage can at Beach Park is being used to climb over the fence when placed on the outer edge of the fence.  Also, volunteers are needed to bring the can out to the curb on Thursday evenings for Friday pick-up and then returned into the park area.  Kevin Shifley volunteered to keep a “schedule” of volunteer rotation to perform this task.  Also, as it was decided that the can will be kept inside the fence at the park, Ken will provide Kevin with the padlock key for ease of getting the cans in and out.  Any volunteers can contact Kevin via the [email protected] account.  Thank you already to Joshua Ravenscraft and Lisa Brickert who already volunteered to assist.

Beach Park FOBs will be replaced April 20th.  This means if residents currently have a FOB to the gated park, they will no longer work as of April 20th.  Residents in good standing can contact the OTIA President, Ken Hohs, at [email protected] to schedule a time to get a new FOB.  At this time residents will be required to sign a new “key FOB agreement” before given the new FOB.  If you have a current FOB you can turn this in to Ken at this time as well.  The new FOB is free to all OTIA residents in good standing, however, only the first one is free, residents will be charged a $25 fee for replacements.  Ken will also be present at the Beach Park for OTIA Spring Cleanup and FOBs can be obtained as this time.  An inquiry was made as to whether or not a resident could hold 2 FOBs, based on discussion it was determined that it would be possible, but the 2nd FOB would require a $25 fee.  However no more than two FOBs per address.

Parks/Maintenance:  The board was notified that one of the swim buoys went missing at the end of the season last year from OTIA swimming area at the Beach Park.  As there is an extra “No Wake” buoy, instead of purchasing a new buoy, a “Swimming” decal for the that buoy will be purchased and re-purposed.

It was also reported that our Landscape contract has been renewed for 2021.

Weather permitting OTIA will hold a Spring Cleanup on Saturday, April 24th.  At that time new FOBs will also be available for pick-up at the Beach Park.  Hours will be announced as the date gets closer.  Boat Ramp keys can also be exchanged on this date for a fee of $25.  If you cannot make it this date, you can contact Ken Hohs also for ramp keys at [email protected].

OLD BUSINESS:

  1. There was discussion that residents needed to be reminded that animals are NOT allowed at the Beach Park due to ADA guidelines.  A question arouse regarding “service dogs”.  Yes “service dogs” are allowed, and they are usually identified, however, “emotional support” animals are not allowed as they do not fall under the LCHD Guidelines.  An email blast will be sent out to the residents as a reminder of these rules.
  • There is a white wash painted over an old stop sign on the bridge at the entrance of the channel in Oak Terrace.  Kevin has volunteered look into updating the sign as it is no longer legible.  He will research signs similar to the other signage in the neighborhood and get pricing for one signifying “Private Property”.  It was mentioned that the other signs may have been purchased at Signs Now.
  • As there was discussion of signage, it was suggested that small placards be affixed to the new picnic tables identifying that they were donated by Uline.  Ken Hohs volunteered to coordinate obtaining and adhering them to the tables.

NEW BUSINESS:

  1. “Fitness in the Park” – Resident, Amanda Kalanda, certified ISSA Instructor, presented the idea of having fitness in the park sessions for OTIA residents only.  It was discussed that this would best take place at Beach Park, start the beginning of May and possible be held Sunday mornings.  The actual dates and type of session will be determined by Amanda and be circulate through the Oak Terrace email.  Residents will be charged a nominal fee of approx. $10 per session. 
  2. Spring Clean Up – Is has been confirmed that Oak Terrace will be having their annual cleanup of the neighborhood and parks on Saturday, April 24th.  All residents interested in participating should meet at Beach Park at 9am.
  3. It was discussed and agreed that the next meeting would be held at the Beach Park, on Wednesday, June 2nd at 6:30pm.

There being no further business before the Board, Kevin Shifley made a motion to adjourn. Rich Rieck seconded and the motion passed. The meeting was adjourned at 8:00 pm.
