Minutes of the Oak Terrace Improvement Association-December 2, 2015

Meeting called to order at 7:02pm by President Greg Denny.

Board members present: Al Johnsonbaugh, Greg Denny, William Yarbrough, Jeff Keske, Jim Loring, and Colleen Hodges.

Members at large present: Alphonso Contreras and Charles Ola Akpan.

William made a motion to dispense with the reading of the minutes. It was seconded by Jim and the motion carried.

No treasurer’s report was available.

Committee Reports-
Lake Issues- There have been no meetings of the Diamond Lake Preservation Committee since our last meeting. Their meetings will resume in March. The large blue-greee algae bloom was discussed. Concern was expressed for an earlier spraying for this season.

Parks- The fence between the Marilyn Dougal/Bob Frost property and Beach Park will be removed when the weather is conducive. Dave Garcia will remove the bushes along the property line, but asked for confirmation from Marilyn and Bob before proceeding. The bushes will be cut down near ground level and then the roots will be ground. The cost of the new fence is estimated at $4,300. Snow fence has to be installed at Lakeview Park before the ground freezes. Trash cans must be turned over for the winter as there will be no trash collection from the parks over the winter months. Greg received a call from a resident about some dead trees on the Lakeview Park property. Three quotes for removal were obtained and Sawvell was awarded the job for $1,050.

Restoration Areas- There is a tree down in the wetlands at Hansen Park. It will stay until spring.
Legal Issues-None reported.

New Business- There was a question about whether or not the CICA gave the board the power to contract for services in order to obtain the best pricing for our residents. This power was not included in our declaration. We will follow-up with the local refuse companies to try to negotiate a fair price for
our residents that will include leaf pick-up services.

Bookkeeper/Accountant Serv ice- We discussed a list of needs we would have for an accounting service. This list includes, but is not limited to:
Weekly-Depost money received by the OTIA
Monthly-
Send out statements/dues notices
Generate a report for board meetings
Reconcile our books
Pay bills and invoices
Keep clear and accurate ledgers
Report past due accounts
As budgeted, we will be looking to contract for the services as soon as possible.
Dues must be in the mail soon.

Charles Ola Akpan spoke to the membership. He is the manager of the group home property on Maple Avenue. He stated that they are trying to be considerate of the neighbors and addressed some of the concerns about the police and ambulance activity at the home recently. He stated they are working to rectify the situation being caused by one resident and he feels it will be resolved very soon. There was also concern expressed about the parking situation. Charles said they had been contacted by the Lake County Sheriff and they are working on the parking. He stated that any further concerns should be directed to him directly.

There being no further business, a motion was made by Al to adjourn. It was seconded by William and the motion passed. The meeting was adjourned at 7:43pm.
